Streambed Restoration and Permitting Project
– City of Moorpark

El Rancho Alegre retained Envicom Corporation to obtain permits from the California Department of Fish and Game (CDFG), US Army Corps of Engineers (ACOE), and Regional Water Quality Control Board (RWQCB) to restore the FEMA defined functional capacity of the Arroyo Simi on approximately 1.95 acres. Technical studies prepared by Envicom Corporation included preparation of a Jurisdictional Delineation of the Arroyo Simi including a Biological Resource Assessment of the flora and fauna present. Based a grading plan designed to restore the Arroyo Simi to the FEMA Flood Insurance Rate Map (FIRM), Envicom Corporation prepared a restoration plan to restore the riparian corridor and submitted applications to the Trustee Resource Agencies to permit the proposed restoration. Through extensive coordination among the project team, Trustee Resource Agencies and City of Moorpark, a CDFG Code Section 1602 Streambed Alteration Agreement, ACOE Clean Water Act Section 404 Nationwide Permit, and a RWQCB Clean Water Act Section 401 Water Quality Certification were issued to permit the proposed restoration. Additionally, the restoration plan, which included plans to remove Arundo on the site and plant native riparian and adjacent upland species, was approved by all three agencies.
