Envicom Corporation prepared the EIR for the Village at Los Carneros project, a 275-unit multi-family residential development proposed for a site within the City of Goleta, south of Highway 101 and the Union Pacific Railroad tracks and north and west of Los Carneros Road. In addition to nine residential structures, the proposed project would develop on-site recreational facilities (pool, playground, community center, and bicycle path), and off-site transportation, utility, and bicycle path connections including a bridge over Tecolotito Creek. The site was previously planned for light industrial use under the Raytheon Specific Plan. Among the discretionary City actions requested by the applicant as part of the approval process for the proposed project were an Amendment to the Raytheon Specific Plan and a new Development Agreement for residential use. The EIR addresses a full range of environmental issues, including aesthetics, air quality, biological resources, cultural resources, geology and soils, hazards and hazardous materials, hydrology and water quality, land use and planning, population and housing, growth inducement, noise, public services and utilities, and traffic and parking. The project has been approved by the City of Goleta.
