Redevelopment Plan Environmental Impact
Report – City of Los Angeles


Envicom Corporation prepared the Amended Little Tokyo Redevelopment Plan EIR, addressing potential impacts associated with future development within a 170-acre area of downtown Los Angeles over a 30-year period. The amended redevelopment plan expands the existing Little Tokyo Redevelopment Plan Area east of Alameda Street to include the downtown Arts District and re-establish eminent domain authority in the existing Little Tokyo redevelopment area. Envicom Corporation staff worked closely with CRA staff to develop Project Alternatives that encompass the range of potential development within this amended redevelopment area. Future development scenarios were based on parcel-specific data regarding existing land use, projections of potential build-out levels, and the identification of previous project proposals. The analysis provides a programmatic level identification of potential environmental impacts, which are distinguished by subarea and alternative, where appropriate.
In addition, the extensive database of existing environmental conditions provides site-specific information regarding environmental constraints, opportunities, and potential for impacts. The EIR identifies mitigation measures that are enforceable and can be applied as individual projects are proposed.
