Highest and Best Use Studies
– City of Los Angeles

Envicom Corporation conducted an Highest and Best-Use Study for a parcel (F-2) taken by LAUSD located in the former Taylor Yard railroad complex westerly of San Fernando Road and east of the Los Angeles River. The Highest and Best-Use Study was to analyze various issues including, general plan land use and zoning designations, existing land use, previous environmental reports, public policies related to the proposed project site and surrounding area, and the public involvement and activism towards the proposed project.

Envicom Corporation evaluated the Highest and Best-Use of the proposed LAUSD project by using Geographic Information Systems (GIS). The GIS component played a key role in the analysis of the project. Using various layers including existing land use, general plan designations, crime statistics, historical data, etc. we were able to determine the Highest and Best-Use for the project site.
