Condition Compliance – City of Fillmore

Envicom Corporation provided Griffin Industries with Biological/Construction monitoring and condition compliance services in response to project approvals from the City of Fillmore, as well as Trustee Resource Agencies including US Army Corps of Engineers, California Department of Fish and Game, and the California State Water Resource Control Board for the Heritage Valley Parks Specific Plan Project. The project included the development of 750 single-family residences, an elementary school, fire station and open space on 170.1 acres. Services provided in support of this project include a wetland delineation of the Santa Clara River, Pole Creek and associated tributaries, rare plants surveys, nesting bird/raptor surveys, preconstruction and burrowing owl presence/absence surveys, focused sensitive species surveys for least Bell’s vireo and southwestern willow flycatcher, Cowbird and Grackle trapping, Environmental Training with construction crews and daily on-site monitoring. Our staff worked closely with members of the project team as well as Agents for the Lead and Trustee Resource agencies to ensure that required information was available, and technical surveys, reports and notifications were delivered in a timely manner consistent with the requirements of project approvals.
Our approach of open communication between the project team and Agencies fostered an efficient working relationship. As unforeseen circumstances arose Envicom quickly worked towards a resolution with the appropriate agency and enabled the project to continue to move forward with minimal or no delay.
