Project Environmental Impact Report
– City of Fillmore

Envicom Corporation served as the environmental consultant for Griffin Industries for the preparation of the Heritage Valley Parks Specific Plan and Specific Plan EIR in the City of Fillmore in Ventura County. The project would serve as a gateway into the City of Fillmore and is within one mile of Downtown Fillmore. Envicom Corporation’s role involved consulting at the project development and design stage and preparation of applications for the project. Envicom Corporation provided review and recommendations to the project EIR, which was prepared by the City of Fillmore. Heritage Valley Parks includes approximately 170.1 acres of residential land uses and a maximum potential of 750 single-family detached residential homes and paired homes, 85.5 acres of parks, a 10.6-acre elementary school, and a 0.9 fire sub-station site. The project may also include limited neighborhood retail to complement park uses, as well as a potential day care facility. Approximately 66.5 acres of the Specific Plan are located within the City of Fillmore, 176.2 acres are located within the City of Fillmore’s Sphere of Influence, 62.1 acres are located within the County of Ventura, and nearly 27.3 acres would be reserved for flood control to protect the Heritage Valley Parks development. The project involved the annexation of approximately 340 acres of land into the City. An important element of this project included the conversion of agricultural land to urban uses and the development of a project design that minimizes and avoids impacts to adjacent agricultural operations.
