Project Environmental Impact Report
– City of Simi Valley

Under contract with the City of Simi Valley, Envicom Corporation prepared the EIR for the Larwin Company's proposed Douglas Ranch Planning Unit 5 Project. The project would construct one of the last a portions of the Douglas Ranch Specific plan, including the extension of Mount Sinai Drive, the provision of 66 townhomes, including seven affordable units, and mitigation measures that include off-site riparian and oak habitat replacement and enhancement. Development of site was among the more controversial issues in the City, as the site is recognized by the public as a "gateway" to the City, by virtue of its location and visibility as motorists enter the valley from the Santa Susana pass by way of the Simi Valley Freeway. Envicom Corporation assisted the City during a thorough public comment and responses effort and in the evaluation of an alternative that reduces the grade of proposed freeway-adjacent manufactured slope, saves additional oak trees and provides additional landscaping to screen the project buildings.
