Monitoring Mitigation – Los Angeles County

Envicom Corporation compiled a site-specific environmental compliance matrix for the proposed Deerlake Ranch residential development, and completed pre-construction surveys and mapping of jurisdictional areas and other sensitive plant and animal habitat locations that could be impacted by implementation of the project. The surveys included observation and mapping of nesting birds and observation of raptor behavior and the mapping of their roosting and/or nesting sites. Monitoring to assure compliance included daily observation of the removal of exotic trees from open space areas and of roadside fuel modification activities, which had the potential of encroaching upon jurisdictional stream courses and upland locations of sensitive plants. Annual reports were prepared and submitted to regulatory agencies. Site preparation activities associated with project development have been interrupted by downturns in the housing market.

Envicom Corporation has been involved in biological assessment and mitigation monitoring the Deerlake Ranch from 2003 through 2009. These projects included an initial biological assessment and wetland delineation, surveys and evaluation of impacts to sensitive species and habitats, equestrian trail re-alignment, implementation of a five-year recovery and replanting plan for an impacted sensitive species, Plummer’s mariposa lily (Calochortus plummerae), and a five-year enhancement program to eradicate giant reed (Arundo donax) and castor bean (Ricinus communis) infestations in Devil Canyon.
