Environmental Constraints Analysis
– Los Angeles County

Camp Bloomfield is a recreational camp facility located north of Leo Carrillo State Beach Park near the western boundary of the County of Los Angeles. The Camp is situated on Mulholland Highway approximately 2.45 miles inland (north) of the Pacific Coast Highway and consists of roughly 40 acres. After 40 years of operation, the camp was falling into a state of disrepair. The camp operator (The Foundation for the Junior Blind) sought to refurbish existing structures and construct new facilities in a comprehensive Master Plan.

As a requisite step in the overall master plan process, identification of feasible development sites was essential. The property on the whole was highly constrained due to environmental concerns pertaining to slope, geology, hydrology, biology, wildfire safety, cultural resources, and visibility from scenic highways and public trails.

Envicom Corporation prepared an Environmental Constraints Analysis (ECA) to establish a baseline of the environmental concerns, or constraints. Constraints were identified and described in a series of maps complete with hierarchical categories or rankings. The maps for each individual issue were then weighted and combined through an algorithm to create a map that identified a range of areas from most suitable for development to not developable.
Upon completion of the ECA, Envicom worked with the project architect, Lovin & Associates, to develop a Master Plan that worked with the property’s constraints and resources, thereby reducing the need for costly mitigation.
